If your pet's overheated and panting hard, drooling, and hunting for shade, that's the watch stage, still fixable at home. If they collapse, vomit, seize, or their gums turn bright red or pale, that's the emergency stage, and that means a vet or emergency clinic now, not waiting to see what happens. The line between the two is signs, not a single temperature number. It's a genuinely hard call to make in the moment, hard enough that even people watching it happen live often talk each other in and out of going to the vet, so lean on the signs below instead of trying to eyeball how worried to be.

Watch vs. emergency: the signs
The watch stage is your pet's body working to cool down, and it's still reversible. Heavy panting, drooling more than usual, seeking out shade or a cool floor, and general lethargy or reluctance to keep moving are the early signs. At this stage, moving to shade or air conditioning and offering cool water usually resolves it.
Cornell University's College of Veterinary Medicine lists heavy panting, drooling, bloody diarrhea, vomiting, weakness, confusion, seizures, and collapse as clinical indicators once heatstroke sets in, and states plainly that "heatstroke is a medical emergency and requires intensive critical care." The signs that mark the shift from watch to emergency are the ones beyond simple panting: vomiting or bloody diarrhea, confusion or disorientation, seizures, collapse, and gums that turn bright red (or, in a more advanced stage, pale or bluish) are what separate a heat-stressed pet from one in a genuine medical emergency.
One informal tell worth knowing alongside the clinical list: the eyes often go first. A dog moving from heat stress toward heatstroke tends to look glassy and unfocused before the more obvious signs show up, the kind of look you'll recognize once you've seen it. It's not a substitute for the signs above, just an earlier prompt to start paying closer attention.
Cats show the same basic pattern but are generally more heat-tolerant than dogs. Indoor heat above roughly 80°F, especially with poor ventilation or high humidity, carries real risk even without a hot walk to blame. Humidity, not just the thermostat reading, is the variable that matters most, because it blocks the evaporative cooling cats rely on through panting and limited paw-pad sweating.
Who's at higher risk
Brachycephalic (flat-faced) breeds carry a measured, quantified risk, not just a general warning. Hall, Carter, and O'Neill's 2020 study followed UK dogs under primary veterinary care and found a 0.04% incidence of heat-related illness overall, with a 14.18% case fatality rate among affected dogs. Breed-specific odds ratios, compared against Labrador Retrievers, were far higher than "brachycephalic breeds are at risk" implies on its own. If nobody mentioned a number like that before you brought a flat-faced puppy home, that's a fair thing to be frustrated about; it's exactly the kind of risk a breeder should disclose upfront, not something an owner should have to look up after the fact.

Two other risk multipliers matter as much as breed does. Brachycephalic breeds overall carried 2.10 times the odds of a non-brachycephalic dog, and dogs over 50kg carried 3.42 times the odds, independent of breed. A large, heavy dog of any breed generates more metabolic heat relative to its ability to shed it, which is the same basic physics working against flat-faced breeds' restricted airways.
The pavement number everyone repeats, corrected
"Asphalt hits 125°F, dogs get third-degree burns in 60 seconds, source: JAMA" is close to a real citation, but not what it found. The claim traces to Berens (1970), JAMA 214:2025-2026, a real, findable paper that measured Phoenix asphalt up to 172°F. But it's a case series of three motor-vehicle-crash victims with human skin burns, not a controlled dog-paw study, and the specific "125°F/60 seconds" figure isn't what it reports.
A stronger, current source exists and almost nothing in the field cites it. A 2022 study in the Journal of Burn Care & Research directly measured real desert-summer surface temperatures in Las Vegas: asphalt reached up to 166°F and concrete up to 144°F, at 120°F ambient air. The same paper cites established burn-time data: 140°F water causes a serious burn in 3 seconds, and 120°F water takes about 10 minutes to do the same damage.
No study has directly tested dog paw-pad burn thresholds specifically. Paw pads are keratinized skin, similar in that respect to the human skin these studies measured, which is why vets recommend a practical proxy instead of a made-up-sounding round number: if pavement is too hot to comfortably hold the back of your hand against for 5 seconds, it's too hot for paws.
The "125°F, 60 seconds, source: JAMA" claim isn't fabricated. It's a real paper, measuring a real temperature, about the wrong subject. That's a more useful thing to know than either "it's true" or "it's fake": the honest version is that nobody has tested dog paws directly, and the hand test is the reasonable stand-in that follows from what has been measured.
What helps
Timing, shade, and water are the interventions with real evidence behind them, and they're free. Avoid exercise during peak heat (late morning through late afternoon in most climates), provide shade and fresh water at all times, and never leave a pet in a parked car, even briefly, even with windows cracked. These behavioral levers are what the risk-factor evidence above points to: reducing heat exposure and metabolic load, not a product purchase.
A frozen water bottle to lie against, or a damp towel kept in the freezer for right after a walk, costs nothing and does real work too. Wetting the paws and belly helps for the same reason: those are places heat leaves the body, not just anywhere wet.
A cooling mat is a legitimate comfort and recovery aid, secondary to those behavioral basics, not a substitute for them.
